if i remember right, setting it as internal should make the vent to pump air out when the pressure is higher than the one set until it reaches the setting, but i'm not 100% sure.
by the way i think that disabling the checks should work to flood, but i'm not 100% sure about this too.

ok so for example if I want to flood with cold N2, if I hijack the N2 out pipe into cooling pipes to space then lead the ending into a volume pump at the distro loop, I could have a high pressured freezing N2 killing everyone around the station?

You'd probably want to hook it straight into distro without that volume pump involved, but yes
Note that in this case, "everyone" only includes people without space suits
Superheating it would probably be more effective because only atmos suits have high heat tolerance

I just wanted to add the pump because if I hijack the N2 outlet right in space I cant put a pipe there because they are unpowered in space

heating would be nice but it takes more time to set up and walking around the station to mess with every alarm already takes forever

You can turn off the vent at the N2 tank control or use the socket wrench in your atmos locker mate.

you can modify all the station's air alarms settings using the central atmospherics computer inside the atmospherics monitoring room. still long and tedious by the way.
