So anyway its confirmed divine spirits can be summoned if they specifically choose, they have to be the one to make it happen, but you can't force them to be summoned. Also if they are summoned then their power is downsized horribly compared to other servants.

A heroic spirit shifts their container to be a bit below what they were in life, but a divine spirits becomes a lot less than they are normally.

You could say the exact same thing about servants normally. They can't exist, which is why they need to be connected to a host to exist, a master.

You could also say that's similar to what that one divine spirit is doing in F/SF by possessing a host. You need something connected to the era to say that you can exist at times. Even familiars from the past long dead can exist for a bit with a contract.

It's different for Heroic Spirits. Dead people are just things that don't belong. Gods are existences who could only exist in what is essentially another world. The rule will obviously be broken, but that's the biggest fundamental reason.

Divine spirits can manifest in the current era with some amount of risk, it was never exactly impossible, its just that they can't exercise authority without risk of self-erosion.
