Most of the asshole namefags in /5N@F/ history are also the same people desperate for attention, so some of the most cancerous personalities would act the friendliest.
So one could say that CDF is one of the meanest OCfags we've ever had, considering just how godawful she made /5N@F/, but that would conflict with how she actually acted in-thread: She did lots of requests, was nice and friendly, made plenty of OC, interacted nicely with other OCfags, was always around. Hell, she was the one person who actually worked on FNoSO the most.
I'd bet she wasn't even aware of how she fucked up the place: Having seemingly been brought up in "artistic" environments like tumblr and dA, she only acted as she was taught to.

Now, if by mean, you mean openly abrasive and conflictual, then it's probably really just Penguin. Most OCfags don't shitfling, or, when they do, they're passive-aggressive about it.
I guess Penguin's transparency has to be appreciated, though. He isn't afraid to shitpost, so it's easy to see he's cancer.

Unappreciative shitposters drove away one of our best ocfags, someone who regularly made content, interacted with the general, was pleasant to talk to, and was an integral part of a game that was being made. Unfortunately, the nasty hateanons that just wanted to stir shit up forced her to leave, causing production on the game to grind to a halt. They also shitposted at BBGM, the greatest drawfag we've ever had, so hard that he was forced to remove all of her artwork from the booru, depriving us of her masterpieces forever. Thankfully, she's moved on and found happiness in another general, and some of the few loyal posters that could recognize when this place was going downhill followed her.

Truly, a tragic tale that will be repeated in hushed whispers for months to come.
