They haven't announced a localization yet but with how they pulled a Vita port out of desperation I don't see this staying in Japan and they'll likely look to the west to make money on it.
We're getting Miku X localized next week digitally and physically from Sega in 2016, so I could see them at least doing a digital only release on Vita in 2017. They would already paying for the localization for PS4 so it's not like a Vita version on top of that would cost much.
