Piracy for the Vita is nowhere near as big as the PSP scene. You need to be on a specific firmware first of all. I honestly doubt much will be affected.

I'm guessing it's profit margin related. Maybe specifically Bamco has a special deal with SCEE which lets them print games for cheap in that region.
