Not unless the lane is very pushed and you have red. Otherwise just keep powerfarming to 6. The point of WW is to use his ult as often as possible for easy kills, not going out of your way to gank.
Only if you have redbuff, and the enemy is pushed to your tower. If you do, turn off E until you're actually attacking the enemy.

Ganking isn't about something you decide before you are in the game. You need to look at the lanes and evaluate your chances of getting something out of a gank and compare them to the farm and summoners you might lose. This applies no matter what champ you are playing for some the bar is just lower to perform a successfull gank.
Even WW can gank, (especially with red) he just has a very high bar to the situations where ganking is justifiable.

I think that there should be some special "champion unique" items that change their gameplay.
Like, an item for Gnar that suppresses him from going into his mega form, he always stays mini-Gnar and gets bonus attack / attack speed while at 100fury.
How about an item that changes Soraka's Astral Healing into a damage ability against enemies and she gains bonus movement speed instead when running toward low health enemies.
This stuff would be FUN
