How do I get old avatar weapons out of my inventory and bank? It won't let me dismantle, discard, or sell them.

No, it might have worked like that, around 3-4 years ago, but not any longer.

Now you just need to have a MES and intricate identification scroll in your inventory, and then you click the MES, and then on the item, and it'll roll for a possible masterwork, and reroll the statlines.

You'll get a golden/yellow marker on the item when it's MWed.

For Dreadnaught gear.

In dungeons, and as vanguard request rewards. you get Master Enigmatic Scroll Tier 8 (MES t8), and you'll get Spellbind tier 8 as well (SB t8).
Occasionally, you'll also get Intricate Identification Scroll, otherwise they can be bought on the broker or NPC merchants.

To masterwork an item, you have a MES t8, and an Intricate scroll in your inventory, together with the item you want to MW.
You click on the MES t8, and then on the item. It'll pop up a new window, and then you press "reset". Then there's a ~10% chance that the item will be masterworked (MWed). Repeat until it gets masterworked.

Then you use MES t8 and the Intricate Scrolls, just like you did when you tried to MW your item, to reroll the stats.
For example on a weapon, you reroll this way over and over until you have the top line (Most classes, 9.3% damage to enraged monsters), and 2 of the other statelines you want. Then you use Spellbind t8, to lock in the 3 stats you want to keep, and you reroll again, if you still didn't get the 4th roll, you repeat with the spellbind and reroll.

Once MWed, you can enchant your equipment +10 to +12. You use Masterwork Alkahest for this.

I may mention, the 10% chance is only for Dreadnaught, it may even be up to 15%.

The next tier of gear, Slaugther, at least used to have around 2-3% chance to MW. Afaik, it's been made easier to MW and MW enchant now.

Master working my weapon lowered my average item level? Fuck, I was trying to go from 395 to 397 so I could unlock the next set of dungeons. Now I'm 393. How the fuck did that throw me backwards?

The yellow stats give ilvl, maybe you lost them causing a ilvl lost, post your gear.

What's your class? You need your rolls good. You should get your weapon to +12 (actually, all your gear, since you'll probably be in it for a while).

I reached an average item level of 397 and it seems like all of my Vanguard Requests rewards turned from feedstock to Titan's Ease. What is this and how do I get tier 9 feedstock now? They don't even seem to give me gold either.

You've reached your daily limit.

Daily limit of what exactly? It can't be vanguard requests, can it? As a new character, you hand them in endlessly.
