It CAN be an allegory, but that doesn't have any bearing on the screen writer's intent or the interpretation of the audience. It doesn't mean it IS an allegory in an absolute sense.
Regardless, when I watched that movie I sided with the humans who denied the aliens rights. Similarly, the institute and bos both accurately recognize synths as the highly sophisticated non homo sapiens toasters that they are. Whether synths should have been created in the first place is a separate argument.
