Is a Frost Death Knight a good choice for leveling through quests and stuff in Legion?

I don't expect to main frost unless I really like it, since I plan to go Blood for PvE stuff. But I wanna be able to kill things effectively when not in a dungeon.

Do they have good survivability and self heals? I'm looking to minimize downtime between pulls.
