He's a decent C to C+ rank servant in a grail war I'd say. That's not really bad either, that's a bit above average. Shakespeare or Andersen would be shit tier, EMIYA would be hovering around average or a bit below average in terms of stats maybe.

Decent abilities and NP, but doesn't stand too much of a chance in a war where someone summons a Karna or Gilgamesh. He's suited for an assassination type war like Robin Hood.

Ability is the highest rank of being able to keep a steady and perfect shot on his target, ability to quickly draw his NP in any situation, Mind's Eye allows him to survive situations if there's 1% chance to survive, high rank Independent action, and an NP that costs almost nothing to spam it with almost as conceptual power as an A+ NP.

I think he'd be pretty good to have.
