L'Etoile has written multiple forum posts about the writing process of ME2 on SomethingOffal and some other places, but it was Patrick Weekes who specifically wrote a single forum post detailing how Walters and Hudson wrote the ME3 endings by themselves, without any peer review, on the Penny Arcade forums. L'Etoile left Bioware while ME2 was still being made and had no input on ME3.

Weekes apparently wrote 80% of what was actually good in ME3 (that is, all of Mordin and Tali's stuff, half of Garrus's dialogue, and most of the Tuchanka arc) after Drew and Chris left. I believe this account, it matches a few other details we've got of Hudson and Walters' 'process' and attitude, plus the drastic last minute differences between the leak and the full ending, as well as the quickness with which the Extended Cut was put out (implying some assets were already in place). Plus we already know he had to talk them down from doing other stupid shit, like cutting Tali as a squadmate, and that he felt confident enough in his innocence to actually throw this out there despite never throwing his co-workers under the bus like this in the past.
I wonder if this got him in trouble behind the scenes though. People really don't take too well to you throwing them under the bus to the public. Even if you quickly delete it and take it back. Even if it's true. It makes him look like a poor team player.

new councillors (which are literally just reskins of the old ones with different names but exactly the same voices) and you can't be re-inducted as spectre in ME2. you also get one or 2 off-hand comments throughout the game about how you/the humans let the council die, doesn't matter if you did it intentionally (renegade) or if you chose to concentrate on sovereign (middle choice on the wheel). not being a spectre changes 2 or 3 lines throughout the game. it really makes no difference.

Saving the Council enables you to see the Destiny Ascention in ME3. It doesnt do much, but its cool when it appaers in the dissappointing cinematics.
Saving the council comes with no downsides whatsoever other than you have to fight Sovereign in Saren body 2 times instead of one. But that shouldnt be a problem since you are invincible at that point.
