Your minor faction rep decreases slower and increases faster the higher your standing with the controlling superpower.

So if Dindus of Urvantju are controlled by the Federation, and your Fed rep was 100%, doing missions for them would increase your rep faster and doing shit against them would degrade your rep slower.
