HIP is probably better just because it's highly customisable. However if using custom ruler and playing ancient religions is a big thing for you or the Charlemagne start is then go for CK2+. Otherwise overall I would personally say HIP is superior, having experienced both. If a pretty map is a big thing definitely HIP.
