Fire some people from your waiting room and then try fultoning the Materials Engineer again, what's most likely happening is that he's getting fired as soon as you fulton him because every other soldier you have outranks him

I clear the entire mission every time, I've tried both rushing and S-ranking, as well as hitting every objective.

No I've actually like 80~ free slots per wing, I've gotten that free offshore base early on but never bothered to fill it up only about half my staff is above A.

Did, just a bunch of people on steam saying its a glitch and sometimes only counts if you extract via helicopter, but I've extracted via fulton, helicopter, and jeep so I'm completely out of ideas.
