Steering lock = how many degrees the wheels can turn physically until lock
Degrees of rotation = how many degrees your steering wheel can turn until lock

However for best performance you should always aim for highest steering lock, and adjust the wheel rotation afterwards for preferred sensitivity, because, lets say:

15° steering lock, 300° wheel rotation
has the same sensitivity as
30° steering lock, 600° wheel rotation

except the latter can turn further overall, which is helpful in catching oversteer and the likes

More steering lock - cars front wheels have a longer range of turning, meaning you need to turn the wheel less to get the wheels moving more, which makes the car more responsive but more twitchy.

Never done oval racing before, any setup tips from the basic "short oval" setup the game spits out?

Playing with your cambers helps a lot with stability and grip. You have to set each corner separate from the others. Your goal is to get your temps on the left and right edge of each tire as close to even as possible after a 10-15 lap stint. You can also try playing with ride heights and Springs to get each tire's temp as close to the same as the other three tires as possible, but that's really hard to achieve in the indycars.

If you don't wanna play the spring/ride height game, get your cambers set and then play around with bump,rebound, and the front and rear wing settings and see what happens.

You should consider replacing the next track for indycar (Adelaide) to Palm beach.

Adelaide does not suit the indycars well. The corners are just too tight and the curbs can kill someone easily.

Palm Beach is a more simplified track that is pretty short. Has tons of passing opportunities as well.

i'll pick some nice cars, then i'll add only a single stage (maybe long one) and allow event/stage restarts. It'll be kind of time trial hotlapping with scoreboard.
