It's a little better than you're thinking, but only really on a theoretical level.
On a WB team, he can give you burst potential on multiple rounds in a colo or forest, but there isn't really that much content where it would be super useful.
I'd honestly socket Colo version before RR version because Aokiji is run in pretty much every WB and striker team ever.
