1. Emergency Braking Procedure
Doubles engine's deceleration rate for 1 minute, but disables the engine for 20 seconds afterwards.
Cooldown:
300 seconds (normal), 240 seconds (premium)

Halves the ship's turning radius for 1 minute, but disables the rudder for 20 seconds afterwards.

in the recent AMA they mentioned wanting to allow server migrations, so you might be able to transfer your progress within the next year or so.

It really depends on which ships you use.

Simple example:
t5 Omaha is a good CL and can at least play i na t7 game without getting roflstomped, but the t6 Cleveland can perform better even if it lands in a t8 game.

A reverse example are Furutaka and Aoba, after the buffs Furutaka is stronger relative to what it can meet than Aoba (again, relative to what it meets)

I've watched a lot of replays from NA server, and it looks like the average skill of its players is much less than other servers.

WG have stated repeatedly they arn't happy with CV's as a whole so i'd imagine any USN line changes will be mixxed in with the rework.
