Is arms really that good? I've been getting ~170k dps as fury. Would I go way up if I played arms? I don't have relics for arms or AP or good stat priority, so I think I'll stay fury

What major buffs/debuffs am I missing on training dummies? I'm an 848 outlaw rogue and over 2m16s I did 216k DPS on a dummy. I didn't waste any CP or energy go to waste since I just tunnel visioned but it seems kind of low.
