What ilevel should I be working for to do raids and keystones?

I'm at 841, I don't see much reason to get higher.

Does spamming Heroics actually have a chance of dropping legendaries, and has anyone actually gotten a legendary from heroics?
I know most of my guild has gotten it from Mythics, and recently one from the world quest.

Or is spamming Heroics just a meme since in the end you get so much Artifact Power you'll surpass even Legendaries?
