It used to give you +2 STR, -2 AP. The maximum AP you could start out with was 10.
In New Vegas, the maximum AP you could start out with was 95.

Rather than lowering skills per level I think you should make it like it's difficult to get a good science skill level by lowering it by like 50, meaning you can't hack anything more than average computers. This acts as a tradeoff, you choose to be an expert in lockpicking but you can't do shit with computers.

It's perfectly reasonable for a Lockpick user to have 50-ish Lockpick by Primm. Then you use a magazine with that perk (so good), wear something that gives you +Lockpick and get your gun. And it's much better than regular .357 guns.

my goal is to never lock out anything from the game that the player can experience. i kept in mind that traits really shouldn't drastically alter gameplay that much because it's only the start of the game and you have so much left to do but also because diving into very niche and condensed gameplay changes are for Perks.

It's a pretty long list so I'm not going to type the whole thing out here but I can tell you that every NPC he changed to have headgear removed like Razz in Camp Golf just because he has this weird hang-up about masked NPC's, I reverted completely. The guy has this dumb design theory that the second you put a mask on a character it makes them less "memorable", so he even removed Cook-Cook's welding mask.
Unforgivable.
Beyond that I also opted to delete the changes to Cass just so I could use a different mod that "redesigned" Cass a little better (IMO) -- I mean hell he even removed her FUCKING unique cowboy hat -- and re-added Ranger Ghost's ranger hat. That one I did manually, since I liked the face changes to Ghost... but why would you take the hat off someone that pale to let them roast in the sun just to show off your facework? Like, it's still visible.
Also had to re-add Veronica's hood of all fucking things.
Like I said, man makes some retarded decisions but claims to know how to represent Obsidian's "lore" better than they did.
One of the best things about F3/FNV modding is how easy it is to personalize things, though, since it doesn't force me to discard entire mods I enjoy 50% of.

Yeah, and it's the one new voice I really really don't like.
The VA himself is fine, but then he starts making stupid pig noises and it's just cringey.
Some of the new voices are pretty good though, like Ranger Andy and Sgt. Astor. And the changes for guys like McNamara were pretty much needed because of how weird they sound in vanilla
