Listen man, the truth is that Goro is an antagonist BUT other than that noting about him is known because nobody has actually gotten far enough in the game to find out the context of his role as a villain. The only reason we know he's the traitor is because the game was datamined so the bad ending cutscene which is an AMV shows him kill MC and his smug animated portraits. So in short, no one knows shit.

We actually see the flashback after we meet him for the first, and he reappears often in story, so he's not a minor npc situation
