They were just poorly balanced, all abilites purely being on a just a cooldown was not a healthy choice, the Card system from CoM was similar but had it's nuances that made it balanced.

Who has glide on Sephiroth?

All you need for KH2 Sephy is quick run and aerial dodge leveled up. Sora's levels don't really matter. For me his ground combo was what kept fucking me over, everything else is easy to dodge/block, and being able quick run away from them solves that.

If you had glide when you fought Sephiroth in KH2 you were overleveled.
