I don't remember them being in MIN, at all.
Was it a Dzemael giving you a hard time in the BTN Quests? Can't quite recall. They didn't call much attention to the particular zealot giving you a hard time there...
Might've been a Dzemael in FSH. Admittedly still need to go and do the final quest, so it's not quite in my mind.

Was definitely a son of Dzemael constantly fucking you over in the MCH questline though.

I skipped all of the cutscenes for both so I don't remember. FSH just culminated with some fishing contest and the only other thing I remember is some midlander having me catch fish (which I bought off of the market board) for their boss.

House Dzemael kept sending you and your crew out into dangerous areas hoping to get you killed for finding so much valuable ore in the miner quest.
In general they hate seeing other houses getting any sort of good reputation, especially with outsiders involved. So they go complain to the church crying herasy.
The FSH stuff was something different though I don't think it was any Ishgardian house

The FSH Quests start off with just you hanging out with some Ishgardian Fishers, comparing catches, and showing off to each other. But the last few have you involved in a plot where you learn one of your new pals is actually a runaway noble, and you need to help him catch some particular fish in order to help save a servant of his from some other asshole.

Can't remember if that other asshole was a Dzemael though. Wouldn't surprise me, given that it always seems to be though.

The 60 BTN quest had a noble from Dzemael trying to fuck over the farmer you've been helping by claiming he was growing gyshal greens in Ishgardian territory, which is against the law because they're not a native plant, purely as a political move to ruffle the feathers of the other houses. So you gotta get HQ chystal greens, which are native to Coerthas, for this reknowned botanist to prove that the two are basically genetic off-shoots of one another and essentially the same plant.
