Should I start over? I think I fucked up by leveling my other skills and leaving Windmill low.

I manged to rest it thanks to Duncan. But leveling it still takes a long time.
Another question: Do I need to finish all the training methods to level it up? Because that sounds bullshit. I've been doing the Shadow Mission with the zombies and I've attacked 4 of them with windmill and it still doesn't show that training method. And how do I do the last one when I don't have any taunt or lure abilities? Also how come Boss ranked monsters don't count for powerful enemies? And lastly do I seriously need to kill enemies without boss, weak or whatever to train it?

You don't need to complete all, only enough to get 100 points. CP is all over the place, but close combat is still one of the easiest skillsets to train, the rest will rely on rng or thousands of repeats per rank, so brace yourself. Also, The Other Alchemists is better for training than Their Method.
