Naval combat is likely due to the fact the unit cards for Bretonnian,Empire,Vampire,Chaos,Greenskin and Dwarf ships are already in the game files. Whether its Auto resolve like pre empire or playable like post empire is up for debate.

I expect Naval combat will return with Expansion 1 considering Helves and Delves have the most powerful navies.
