Passive Mode should be a once-per-session setting. You enter as a regular blip and can raise whatever hell you want, but once you go passive, it's on for the whole session and is "remembered" by the session, like votekicks. That way, the comfy-ers can have their comfy and people can still use passive as a "back the fuck off and let me shop in peace" measure, but faggots can't use it over and over to keep getting in Hydras and other weaponized vehicles.

You need a PC version. Buy one in stores, on Steam, or on the RSC site. You might be able to transfer your character to PC, and level it independently on PissPoor and PC.
The modding scene isn't great, and using them online is a surefire way to get banned.
