Varuna bows boast a large damage output number. However, this only applies on paper. In actual battle, damage is unavoidable with the exception of raids where bosses die in seconds. In HL content other than BahaHL, Water loses out to Wind simply because there are no dedicated healers to keep Water's HP anywhere near peak performance levels.

Chev swords do not have reverse backwater. They have two damage multipliers.

But then you lose damage that you could have playing warlock or zerker. This is about optimization. You would only play sage or sparta if you didn't already have heals.
