Head roles in general have less players because people look to you and rely on you in times of crisis, which can be stressful. They also inevitably blame you when something goes wrong, and the captain gets it the worst because he's supposed to oversee the entire station, not just one department.

Steal and breaking things tends to be an ingame matter, you'll just get arrested or killed depending, fighting others is a different matter as you are able to as a non antag but it can't just be out of nowhere, has to have a reasonable build up and all that. I suggest only kill people who try to kill you, can beat em up and drop em off at medbay though without a ban.
