Also it's not headcanon that you need a soul for the LOVE/EXP business. Flowey states in the beginning that gaining LOVE is how you make your soul stronger.

Until he collects any number of souls, Flowey is subject to the rules, the same as Frisk is. If the tiny amount of and actual size of his attacks that he does through the course of the game are any indication, his magic pool is pitifully small; logic would dictate that a higher LV would grant him a larger magic pool, enabling him to be more of a nuisance.
