Yes. The order of HH doesn't matter because it's hardly connected to the other DLCs and is good at explaining the background of the Legion. Otherwise, follow the DM > OWB > LR order.

I usually do them by storyline

HH > OWB > DM > LR

Not necessarily, but I recommend doing them in release order, which is the intended route: DM > HH > OWB > LR

Alternatively, some prefer HH > DM > OWB > LR because HH doesn't connect to the other three in the same manner and it's a lot easier to do HH first because of there being no recommended level.

When you meet him for the first time after being given his mark he'll list out ways you've messed with the Legion (finding the spy at McCarren, breaking the alliance with the Khans...) and threatens to kill you, before letting you off with it. It's really funny to have him list it all out.
