You can activate a card if there's something that prevent it's effect to resolve correctly, like Kaiju'ing a Vanity's Fiend, even though you tribute the VF first then SS Kaiju, you can't because the SS is prevented by VF and can't be resolved.

The same reason you can't use Palabyrinth effect to summon other monster by banishing your face-up Vanity's Fiend.
Current game state must allow you to resolves all of the card effect because the sequential effect is mandatory.

That reasoning only works if both effects need to resolve for the card to work. The "then" means only the first part is needed to resolve for you to be albe to activate the card.
