Can someone explain HE to me?

When do I use HE? Is it only for killing artillery slightly faster or is it my backup against lol bounce armor of heavy tanks?

Because I'm very much trying to understand why you would have an ammo option that is simply worse 99% of the time.

Its situational cause it almost always resets cap if you hit a capping tank and if you know the actual armor on the enemy tank you can finish off low hp enemies you might have a chance of bouncing on with ap
Its also good for tracking if you know you wont pen a tank cause its sidescraping

Even in ideal circumstances it's unreliable. So besides tracking or base resetting you hardly what to stock any HE on anything but big calibration gun. Most mediums and lights don't benefit much from it at all.

use it vs paper armor, just make sure you hit the paper armor and not the tracks or the gun

I use it for flanking tanks, taking off tracks as a scout, shooting paper tanks, artillery and tanks that I wouldn't penetrate with AP. I use it quite a lot in sidescraping heavy tanks when brawling because usually, shooting near the gun will make your enemy not shoot you for a while. That gives you one or two shots more to fire. Also, the thought of someone having to use a damaged gun when they've probably already used their repair kit on their tracks is hilarious. HE is also great for decapping when you're in a scout because HE almost always deals damage even if it's just 10 HP. Lastly, HE has a splash radius which can be useful an a few situations.
To put it in a nutshell, it's the poor man's premium.

There are sometimes situations where an enemy tank has very little HP left and even non-penning HE could easily finish him.

I will never forget the last game I had in my Jagdpanther 2 before getting enough XP and selling it for the Jagdtiger. Last enemy tank alive was a deathstar and I was rushing to get the killing blow, drove around the corner and then realised his cannon is pointing at me. He was around 150 metres away, shot and it bounced on the upper casement.
