Counter damage is facilitated by players losing thrust ABS during the counter window. You can actually see this ABS loss in the stat screen if you pause quickly while performing an attack

You never lose lightning ABS from attacking, so there's no counter window where a lightning spear will do counter damage.

All lightning spear-type miracles do about double damage if they strike in melee range
