I don't know for why it happened, but I know I was trying my hardest to not let go of her.

I think it's balanced by how most characters can escape or punish Roadhog if he hooks them. Provided of course their players are quick-witted.

76 can rocket and run.
Tracer can blink or rewind.
Pharah can fly or pulse.
D.va, Reinhardt, and Zarya can shield.
Lucio can blast him.
McCree can flashbang.
Reaper can ghost (faster than Roadhog can run, mind you)
Junkrat can concussion mine.
Mei can ice or wall herself.
Ana can heal grenade or sleep dart
Genji can deflect or dash
Winston can jump

The hook-shoot combo is mostly for picking off enemies that are on cooldown or wounded (the "instant damage" variant where you hold down the fire button as you reel them in won't take out the health of most characters like the riskier aim and wait for the skill to finish version), interrupting Ults, and fishing squishy supports, snipers, and fliers out of the fight.

And if you use that, then you better be near some friends or an escape route, because a big fat tank with his stun ability on cool down, a sluggish reload time, and an inability to run very fast will be a juicy target to the opposition who need only look at their comrade's skull icon to know where you are.
