They wanted revenge on humanity and leaving empty-handed wouldn't do.
So they came up with a plan.
They spread word that they could not cross the barrier of their own volition.
Using the flames of the war between the two races and taking from the root cause of it all, Chara spread word through the underground that only a human with claim to the soul of a boss monster could cross the barrier.

As time passed on, they grew closer with their adoptive family and so their thoughts grew dark; desperate. They would use the trust of those closest to them to achieve their goal.

There is no true timeframe for when these rumours of humans disappearing started. In likelihood, they began with Chara or were merely false stories told by kids to scare others. Asgore didn't start collecting souls until AFTER Chara died.
