No real understanding of what the post war world would like that, so they tried all sorts of different experiments to see how people would turn out.

Take for example vault 22. They had no idea what, if any, plant life would survive, so they turned a vault into a botanical garden.

You get PA training from either the BoS (which takes several long quests) or the Enclave (which makes you walk all over the place to build history points with Arcade). You can pick a BoS or Enclave background with Alt. Start and get it right out of the gate.

Get the power armor training perk through mods/console? If not, then go independent as soon as you get to the Strip and Arcade will suck your dick.

It is I believe, Haridn just has you kill the Van Graffs, McNamara makes you go through a few vaults to find spare parts.

If you fo Arcade's quest you get free enclave armor, so I wouldn't worry about picking some up.
