I have all my equips traced and stared to 11 my tyrants (glove, belt, boots, cape) all 8 stars and everything with main pot at 15% or higher dex bow perf prime and I'm at fucking 13k clean dex and I'm only 1.6-1.87 what in the actual fuck? People have less dex than me and they still have 2m clean wtf. DESU only thing I'm missing is a heart but idk how to make one

get a fairy heart and prime that. also idk about your weapon/secondary potentials but if they're more boss orientated rather than att you won't have much range.

Well there's your problem. Go buy a heart clean and prime it yourself.

Neb your gears with cheap 3% dex or 4% nebs. Priming a heart and getting 2L main stat will boost you to 2m.
