Actually it probably will happen since Texas is landmarked, theyre allowed to maintain the ship, they just cant add to it or change it completely. If a landmark is damaged, the gov't steps in and repairs it.

The initiative to move the Texas to a permanent dry berth is separate, though, I think. However many years back, the state government earmarked a couple of million dollaroos to explore and build a dry berth. Unfortunately, that money pretty much immediately went to emergency repairs on the ship.
I think that originally earmarked money has run out by now. So until the state throws more money to make the ship structurally sound and able to be moved, the dry berth project is going nowhere. As it stands, the Texas appears to be perfectly fine, so long as you don't try to move her or it doesn't rain a lot.

Problem isn't rain though. The problem is sitting in water for years in the same spot without moving. Steel like that rusts out over that amount of time and needs to be repaired and monitored closely. It would be a different story if the ship was constantly moving.
