The ability to rev high relies entirely on the crankshaft's ability to rotate quickly. The longer the stroke, the longer it takes to rotate, which keeps it from revving high.
It's not changing the cam that lowered his redline. Changing the cam took advantage of it. It was stroking it with a crankshaft with a longer stroke that lowered his redline.

Just to add (stroker guy here) a red line can be limited by an aggressive camshaft if the valve springs cannot prevent valve float. That's when the valves close so fast with enough force that they bounce back open again.

So what the other user said still stands true, this additional info.
this is also generally a non issue for most motors.
