You have to use a locale emulator or use japanese format even when running the game on native japanese Windows settings, so I can't imagine with Wine

I may have just been doing it wrong or being overly autistic with it it, but grinding for scenes was made incredibly annoying by requiring the MC to get the killing blow. RNG and the lack of control over allies eventually got to me and I lost my patience.

Ah right, the captures. Forgot about those. Honestly I just downloaded a 100% save for those and loaded it up after I beat the game. The regular scenes aren't too bad to get but those enemy captures are pretty annoying.

(both are me) tried googling for the error and it didn't come up with anything so I decided to stop for the day but the things I've done so far were: mount ISO file to virtual drive, run setup.exe, install directx, press yes and deselect like 2 options (scene05/06? for lack of space), successful installation go to the wine directory and open the c drive to find the game folder, run start.exe and get the error after that, I tried changing the operating system language/regional formats to japanese, restarting the computer and getting a new error message in japanese (didn't bother to take screenshot of it) but still the old error from after closing the new error I tried using winelocale after looking up a locale emulator because I wasn't sure if the change I did earlier in language support did anything

That's not how you use Wine.
For starters, you don't just install DirectX in the Wine bottle, in case you'd need to you'd do it with Winetricks instead. (And you probably don't even need it)
You also don't switch the OS to Japanese or anything like that, in Linux you can switch the locale just for one terminal (and all its subprocesses) just fine.
To play Japanese games, you'd usually do something like:
LANG=ja_JP.utf8 cd /wherever/the/game/is wine Game.exe
This requires the locale ja_JP.utf8 to be available on your system (check with locale -a)
Personally, I have extra wine bottles for my japanese games (which do have the Japanese Microsoft fonts installed since some games need those) so instead of wine Game.exe I'd run something like WINEARCH=win32 WINEPREFIX=/home/chris/wine_hdd/bottles/win32jp wine Game.exe
This might require you to change the filenames of the game into utf8 (convmv -f shiftjis -t utf8 -r . --notest) if they are not in unicode already.
