The front wheels on my car have much less tread than the back wheels

The front wheels on my car have much less tread than the back wheels.

Is this normal? What causes this?

Also would it make sense to swap my front tires for my back tires and vice versa, so they would wear evenly and I would not have to replace my tires for a longer period of time?
