Eurobeat is really fun and hype, but progressive and deep house are objectively the best genres for nighttime driving. Daytime driving music is just whatever bright and happy music feels fitting, I'm not as particular about that.

I love the instrumentation in Hi-NRG and Italo Disco. It feel like a lot of Eurobeat song have less memorable drums, which isn't bad per se, but I just love all the weird samples and layered production in the earlier stuff

Nope, it's purely Italian, just look up the guy who made the most well known eurobeat tunes, that's an italian dude. The group I posted the tunes in the post you quoted (King kong and the D.J Ungle girls) is made up of 3 Italian artists (1 dude and 2 chicks).
Sure, if you listen to some early 80s italo disco before switching to speedy speed boy you'll think it's not related, but go check late 80s italo disco and early eurobeat tunes, they used to be really close styles.

A little example of how much the 2 genres are close to each other -- a max coveri (not the same as the one who made runnoing in the 90s, the latter only adopted the handle the former abandoned) italo disco tune in 1987:

If you want to toegay then yes, without a doubt.
Long drives on highways work well with Eurobeat but for optimal results you should supplement it with Wangan Midnight soundtracks (both games and anime)
