The Ecoboost/gtr threads are the same two or three autists going back and forth ad infinitum, occasionally resetting their IPs if they've been IP banned.

You are the problem.

Range bans are a thing. Blocks an IP range so they can't shitpost from anywhere within a certain area. Will affect other Veeky Forums users in the area but sometimes sacrifices have to be made, and its mostly mobile networks that would need to be rangebanned, so it shouldn't hurt anybody too much.

Veeky Forums could self moderate like /a/ used too, but instead shitpost threads get all the attention. There's no fixing it, if the users won't fix themselves.

You can't self-moderate when the shitposters constantly bump their own threads and have entire shitpost arguments with themselves.
