So I have some bad news and some interesting news
When I showed the fossils to Blathers I had them all and he said I'd finished my collection! I was so excited I forgot to take a screenshot but I wanted to to say thanks to you, so I reset.
But I've reset multiple times and haven't had the fossil I needed to complete my collection, this must mean fossils aren't predetermined! So I'll just keep resetting till I get it. Frustrating, though.

I have like 14(?) unassessed fossils I've been hoarding to give to someone if you want them.

I also proved a very important principle with this experiment, fossils are NOT predetermined, that means until you show a fossil to Blathers it isn't saved as being anything at all, in other words if you have one fossil left (like I did) just reset until you get it! I don't usually like to reset but I've been trying for weeks and technically I did get it organically, I just forgot to screenshot it, reset so I could and learned that it's not predetermined as I was told.
