As a V8 fan, i'd still have to say Boxer 12 is the best engine configuration. Unless we can go up to a boxer VR24.

not even. a flat twelve is smoother and has better cog. it fits nicely in rear layouts due to no steering column, so it's just the best.

the real issue however is where the fuck can i get a flat twelve for under 100k?

12 cilinders is way too big.

CoG is heavily compromised, to fit the exhaust headers underneath.

Finally, engine width is as big as it can be, given any other configuration. This usually means you'll have to compromise on your suspension design (See: Porsche using McPhersons in the 911).

Sure, but it doesn't improve the car's CoG, because you still need exhausts under there - so you have to raise the crank off the floor to create clearance, and then you end up with the same overall CoG, while costing a buttload of engine bay room which you should be using for suspension. You can't, so you'll have to compromise on wishbone length, dynamic camber etc. etc.

First off, chain drive would suck if you actually made some decent power. Manifolds would be a bitch, and the more room you take to create a decent intake manifold, the higher your CoG gets (exponentially so). As a final thought: the BRM H16 was huge. Anything not using teenytiny cilinders would become MASSIVE.
