In theory the tanks only have ridiculous close range damage. In practice most fights are just close range cluster fucks because if they weren't the tanks would feel useless once a shield is broken or on CD.

By all means, I think having a tank class was a mistake due to the implications of what a tank can and should be able to do.
Or they could make tanks work dota-clone style, giving them loads of stuns, more ways to fuck enemy positioning, and generally abilities that force you to deal with them if you don't want to be made easy pickings for the assassins behind him.
