The two places I linked to before are the primary ones. If I see something in particular I usually search using "cm3d2" and its Japanese name to find it. Like if you wanted to find Blanc's mod you'd search "cm3d2 ブラン”. If you were looking for say, Kancolle mods then you'd use something like "cm3d2 艦隊これくしょん" or "艦これ". This works for other items too. Like if you wanted a katana you could search google using the string "cm3d2 かたな" or "cm3d2 刀", you can use "cm3d2 バナナ" to search for a banana, etc. jisho.org helps for looking up any kanji you might not be familiar with.

There's also mod communities in China and Taiwan, but unfortunately I only know how to write in Japanese. If I could write in those languages I could find the mods those communities have been sharing. I've been looking for a mod for Segami on baidu(Chinese Google) but to no avail.
