That's not really how it works. What determines temperature is the load/usage of your CPU/GPU and the cooling. Assuming there are no bottlenecks, your GPU and CPU are going to want to have 100% load/usage. Decreasing your settings will push out more frames and try to keep as high of a load as possible and increasing your settings will obviously push out less frames but still try keep as high of a load as possible.

So the power to perform those extra operations at higher settings are used to process more frames at lower settings instead.

You either have to cap the framerate to reduce the load on your GPU or ramp up the fan speeds to reduce your temperatures.
