There are story areas that are raining but those are not ones you can return to.

On a daily basis, if you do not buy resets, you can make thirty candy. Each five transmute into 4-5 Jack o' Lanterns, with a small critical transmute chance for three Chilling Chests, which can drop the outfit/hat right away.

Assuming that you're unlucky and get only four candy per transmute, you can get 480 candies if you start today, giving you a total of 96 transmutes. This equals to 384 Jack o' Lanterns. The outfit costs 80 and the hat 45.

You're in the clear if you start today, friend.

Literally the only reason you would ever absolutely NEED those tools is if you're doing mushin's tower so poorly you go from 100 to 0 before you're done. There's no excuse not to top your durability off with normal tools before every dungeon, campfires are everywhere.
