Saber Liz is a perfectly acceptable stand-in for a Saber Servant until you get Saberlot or any of the 5*s.
Great NP gain and buster boost with buster ST NP, pretty basic but good enough. Her third skill is a random boost that consumes 100% of her NP gauge, so be wary of that. The random effect is guaranteed to be good though.
Underwhelming compared to a few other welfares like Shiki, Kintoki and Kuro though.
No idea about Cleo, but her animations are great.
